I have to say I agree with KenCT: the box is not the fire station's responsibility. Dare I say they have more important things to focus on. Goodwill should be responsible for their donation sites, and for collecting items before they become a mess like this.
You are right though, Jon, that it's a matter of people reaching into the box, pulling things out, and then not returning them to the box. That's how the mess is created in the first place.

I happened to be driving by as the men from Goodwill picked up the items surrounding the container and removed the bin itself.
Thanks to Goodwill for their prompt attention to this situation.
